In Europe, and the other PAL territories, the TVs run at 25 frames per second. It’s a lot harder to fit 24 film frames into 25 television frames without making an unacceptable “judder” every second. So how do they do it, then? Quite simply, they speed the 24 FPS film (and the audio) up to 25 FPS. This translates into a 4.16667% increase in speed and pitch.
